.com.ru was the only one that was cheap (free). Don't know if it is still available or not.
you.town.state.us is another free one.
To my knowledge there isn't another TLD under $20/yr.

Unless you have a nominet TAG you need to get a company to register your domain. If you were foolish like me and registered some domains with "WEBNETICS" you have no hope of getting them to sort out changing your dns.
I now use http://www.netweaver.com & http://www.kdawebservices.com to register domains. Always someone around to sort out problems.
Pay that little bit extra for .co.uk domains otherwise be stuck with a registrar that wont do nish.
