Advanced CGI question(s)

Ok I need to know how and if you can do the fallowing in CGI:

Measure a files size
Montior bandwidth

Please help me out as my last bandwidth monitoring script costed me $100 bucks in bandwidth :P

By measuring bandwidth, you mean the total amount of data your visitors access in a month? It seems like a waste of bandwidth to use one...

maybe so but I'm thinking of opening a paid hosting service and I need to be able to monitor and cap bandwidth

gotta have a control pannel first ;) Anyway homefree and little scripts like that dont have bandwidth montioring features.
