My suggestion is go with a pay server. it is unlikely that you will find a free host with unlimited file sizes and ftp support at the same time. Another option if you are offering large files is to have links to a service such as freedrive, or use a file splitter and split your large files into ones that are allowable by your host.
or you could subscribe to a few different hosts that offer less space, but unlimited filesizes. If the FWP is small and is looking for users you may be able to make an agreement of some sort with the webmaster.
I can name a few servers you may want to look at
http://www.bgt5.com 100mb 1mb max file size
http://www.evilzz.net 50 mb- no posted max file size
http://www.excelland.com unlimited 2.5 mb max file size
you could probably find more yourself by using the search function and checking the TOS for any limitations
Hope this helps

If think this might work for you if you are willing to pay a little:
Worldzonepro:
100megs
No file size limit
25$ setup/no monthly
self placed banners
forgot this one: you have to have your own domain name

What about Crosswinds or Spaceports? For free, they offer "unlimited" webspace with no limit on file size, either. Of course, you must be willing to withstand pop-ups to host with one of them.
