...but if it has, I didn't see it. What's going on at the CGI Resource Index? The last update was in October, and I for one know at least two new submissions were made and one advertisement order was ignored since then. I didn't see anything said on the site, but I suppose I could had missed it. I did email, but no one responded.

they are VERY slow in updates.
i did receive a 'new updates' mail for PHP Resource Index not long ago though, like just this week.

I know they're slow, but usually by a week or two, not nearly three months, and the last time I ordered ad space I was responded to that same day.
