I posted this in the other section as well but to make sure I cover all my bases:

This user traced back to California using a third party site to mask his identity. Obviously the message posted by the user was only intended to get a reaction out of members. A pathetic joke at best and I see their account has already been removed.

There is no specific rule prohibiting a specific username but at the same time you should use common sense and show some respect. Using the name of someone like hitler, osama bin laden, or so on really serves no legitimate purpose and unless you can confirm that's your real name I see no reason why it should be allowed.
