1. UNIX (Linux preferred) hosting -- nothing else will do!
2. decent amount of space... 150-200 + MB
3. doesn't have to be a huge amount of transfer, but don't insult me with anything less than a coupla gigs/mo
4. CGI, SSI... more technologies than that I don't really need, but hey, icing on the cake is fine with me
5. ftp
6. Telnet's a bonus
7. This is personal hosting, not commercial or adult
8. Cheap as possible -- definitely under $20/mo, under $10/mo is even better

One of the hosts around here, Martie at http://www.hostcaters.com/ is running some holiday specials (around $15/mo for 200 MB account). She's always very helpful and I don't recommend her services enough. Worth checking out...
