-ability to use chat programs
-at least 10 pop e-mails

They eat up server resources, bandwidth isn't that much of an issue seeing the only transfer text.

You might find that hosts with servers at VDI have a chat program installed which doesn't drag the server down.
Its called Melange Chat.
