Please Help With Hosting

This is what I really want in my hosting:

-Space really does not matter but more the merrier
-Bandwidth anywhere from 1GB and above is great
-ABILITY TO MAKE SUBDOMAINS > if possible!
-perl support (cgi-bin)
-at least 1 pop3 account
-Multiple ftp accounts - if possible!

That is what i really want. Do most domain hosts support subdomains? Well, my price range is below 5 dollars a month, if anyone could PLEASE help me, thank you very very much, or if anyone knows of a host that is in the range of 1-3 $ a month and is real cool, please please contact me! The thing I was thinking about doing was hosting sub-domains (not alot, but a few)

hehe, well just a site name that has nothing to do with the content. I havnt even fully made up my mind on the content yet, but for now, i really, really, really, want to find a host (5$ or lower per month - perl access - at least 1 pop3 - ability to make subdomains (additional cost thats fine) )
