Creating A New Window

Ok, I know how to CREATE one. But that's not my point. When you create a new window how can you modify the window that pops up? I'm wanting to create a window with just a title bar with the close, minimize, etc. buttons. I'd also like to have resize disabled. Is there a way to do this?

My example would be a page that pops up with a site in it permanantly set to, say, 400X400 pixels..
