The colours are fine.

It doesnt expand to fill my screen. Im in 1024 x 768. The width appears to be fixed.

The text size changes depending on what users have their text size set to.

Other than those, the site looks fine.

As for how much I would pay em? If someone was doing a design for me and that is what they came up with. I would tell them to redo it, but that's just me. If you think the design is great, then it's probably worth around $100 - $300 USD.
