Yes, I have.
Actually, I have server down twice in a month, recently. The first one is hard disk failure and the second one is fiber cut by car accident (according to them).
Do I believe them?
Yes, I do. They send messages about down time for each case, although some hosting companies don't do that.
I think I may identify if a company can be reliable by having a support forum. And Cyberwings have one;

(created recently though)
I'm not sure how much fast they are when accessing in the U.S. because I'm living in Japan.
Any servers in the U.S. seem to be slower than servers in Japan. :-)
I, however, feel they are some fast, actually.
Server is cobalt, PHP version is 4.03.
Perhaps, I will take another account in current sale.
The lowest price $5/Year with PayPal is some lower than domain forwarding provided by registrar, actually.

This is what Cyberwings have:
Apache/1.3.12 Cobalt (Unix) mod_throttle/3.1.2 mod_ssl/2.6.4 OpenSSL/0.9.5a PHP/4.0.3pl1 mod_auth_pam/1.0a FrontPage/4.0.4.3 mod_perl/1.24
Whats the difference between Apache 1.3.12 and 1.3.20?
what about PHP 4.0.3 from 4.0.6?
Why they don't update?

Updating apache on an RAQ can at times render your GUI unaccessable. As for PHP i think they might be waiting to see if anyone finds any problems with the 4.6 pkg provided by cobalt before they update. Updating php via source will disable the fact of being able to switch it on and off for certain domains.
