It will be hard to find such host, that's like 5 bucks for 10 gig of bandwidth.

I can offer you something like this plan for 27$(which is 2$ off the regular price) that is if you want 10 gigs of bandwidth ... we offer much less expensive plans.
Except we don't register domains ... you can just go to godaddy.com and register a domain for 8.95 and you have fully control over it.
The prices we currently are showing on the site are wrong and are being updated within the next 24hours, but you can go there and see what a plan comes with and check out our control panel and if you like more info well jus email sales@zanyhosting.com or your can IM ZHSupport on AOL iM. If your looking for a custom plan then just visit the site and click on the "Make your own plan" link and we will give you a special price on your quote.
Website: http://www.zanyhosting.com - "Where we're ZANY about hosting!"
(prices currently being updated for most current prices please email our sales department)

Unless that's $27 a year (which I highly doubt) then it is way out of his budget.

What do they mean by "User Accounts" ?

I'm not positive, but I'm guessing it would mean sub-users of your account. You would probably have better luck emailing them and asking.
