I was wondering what the best FREE chat room out there is wether it be cgi-script, java-script or remotely hosted. One thing I want though is a required membership password.

You must have a CGI supported server which allows IRC Bot connections. Not always the easiest to find, though you might know of hosts who allow IRC Bots?
