I like using Edit Plus 2.Any changes you make to a file it make a back up so if you edited a file called topsites.cgi it will makes a back up called topsites.cgi.bak and if you messed the script up that you where editing you simply rename yout topsites.cgi.bak to the orignal name. you can find it here Edit Plus 2 (http://www.editplus.com/)
so to the admins and mods if you dont allow active html I wasnt sure.

Don't remember the name (http://download.cnet.com/downloads/0-4003353-100-2549761.html?tag=st.dl.10001-103-1.lst-1-13.2549761)
might wanna try that one i went over it a few days ago, apparently it edits pretty much every major language.
you might also try PHPEd. It takes up some resources but besides the annoying auto-complete it's damn good.

For me, I use PFE under windows alone or with my local web server sometimes. Indeed, PHPed is working something like that. It will install a webserver with php support plus an editor!
PFE (Search it at download.com)

I use cute_html, which comes with cute_ftp. cute_html is better than notepad, bcs some large cgi files (150kb+) can't be opened in notepad and they are opened automatically with word pad.
I therefor use CUTE_HTML :)

I use scriptWorx. 4.0 . I think that's the best. It helps you in many ways. Rely on me.

CuteHTML is good but unfortunately it's not really made for it. Plus there's no color thingies (well there are but they're screwed up)
