cgi-bin not working!

Whats the best thing to do when your cgi-bin is not working? Are there things which stop it from working or ways of fixing the problem?

Not sure, but after visiting your site, I think your layout is messed for some reason. I get the same table of information on my screen 4 times, and my res is at 1280 x 1024 and I still have a horiz. scroll bar on your site!?

I've done all the paths correct and everything. I can sort out the thing where the layout appears 4 times. It will be interesting though to see the reply my host will send back as a lot of other things were not working. Thats the bad thing about paid hosts they make things sound so complicated.
