A two-layered statement (or a two-layered anything, for that matter) is something that has two meanings both expressed in the same words. "I am not a pussy" can be taken two ways. It can mean "I am not a cat" or it can mean "I am not a pussy (literally meaning vulva, but it's used as an insult in this situation)".
