A few established banner advertising reps who pay on a CPM basis are: (in no particular order - add .com for sites)
1. BurstMedia (also CPC)
2. ContentZone
3. FastClick (also CPC)
4. Adtegrity
5. FocusIN (also CPC)
6. Zonfire/L90
7. DoubleClick.net
8. 24/7 Real Media
9. Advertising.com

In the popup realm, some CPM leaders are:
1. FastClick
2. PopupSponsor (run byy Lawrence, which explains why he modestly elected not to field this question ;))
3. PopupTraffic
4. GoClick
5. ExitFuel

A few strong CPC-based banner reps (apart from those mentioned above) are:
1. ValueClick
2. ClickAgents
3. dkAds
4. Standard Internet
5. Ads360
6. PennyWeb
7. Directleads
8. FineClicks
9. AffiliateFuel
10. ClickXchange
etc...etc...

Without meaning to make a shameless plug, reviews for each of these (and others) may be found on Net-Ads.com. It would simply take too long to reproduce them here once again...

The right ad firm for you really depends on the size of your site.

However, you really can't go wrong with trial and error ;)

[edit]

dkAds requires 18+ in order to be legally able to sign a contract, however, that does not stop you from having your parent fill out the application for your site. Checks would go out to your parents name, however I am sure that you can work something out with them.

We need to have someone who is legally able to enter into contract with dkAds in order to accept their site. I am pretty sure that most banner reps are like that.
