I don't think so either. Especially the people who put them on their personal pages.

I have access to every version of vBulletin, but it's not like i'd ever use it...

What the creators of VBulletin do to protect their product? I think that is really stupid to place a VBulletin in a site that has just yours grandmothers and family photos. But believe me I saw this some days ago.
 :D

Well vBulletin does have a call home script inside the admin panel but that can also be disabled.

The answer is they don't have the time and that's why boards probably like the last one in the google search can exist:

How would they shut them down? Its your webspace.

I don't think it's a matter of whom is the webspace. Mainly it depends from 2 things : 1. Who is your host 2. In which country the servers that contain your site are. So I don't thing that it will be easy for the VBulletin's people close a VBulletin that get used from a chinese site, which is hosted in China. And of course don't forget the costs.

All they need to do is contact your host.

And that doesn't work when you are the host...so they can call in the IFCC FBI. :p

Trust me, if John knows of a pirated vBulletin he'll get it taken down.
