But you can make a perl, PHP or ASP script to upload files via browser!

You can put a file into a database but it is not good to do so. record in database is supposed to be fixed record. However, some database server provide the feature to put the file into database.

i believe some forums require a mysql db to store data and tables like phpbb and vbulletin

The MySQL database is more secure than a DBM database. Just felt it was on-topic. (Hopefully)
