Please suggest me some reliable CPM Programs?

FlyCast & DoubleClick are both reliable CPM. Burst is often refferd to as being quite stable.

If you've got a smaller site and want reliable traffic head for CPC (per click) and get;
ValueClick, Standard Internet or similar.
