is there a way to know what time a domain expire?
let's say a domain i want is about to expire jan 20, 2002
i like to register it the second it expires so nobody else grap it before me. can i find out exactly what time it expires?

12:00midnight on the day it expires

snapnames.com can get it for you the second it expires

let's say the domain says it expires jan 20, 2002
does it mean i can get it at midnight jan, 20, 2002 or
at midnight jan , 21, 2002

some domains they put it on hold, or do they always put it on hold?

I know of no registrar which makes domains available the second after the billing date expires. You aren't going to be able to get the domain at that exact time.

with snapnames.com u get the name the second it become expired

if u doing it the normal way, the name doesn't become expired by the date on the whois
the name get put on hold for a grace period from 45-90 days depending on the registrar
after the grace period, the name become "soon-to-drop", which mean in 6 days at 2:00 pm est (was 6:30 am before september) the name is truely expired
