Are there cheaper 2nd level domains than com/net/org? (I know tk-domains)

Do you have to be German or is it ok if you are a citizen of the European Union? Does netbeat have the rights of the domain?

In the meantime I found:
http://www.a-g-b.de/, which says:
"9. Der Auftraggeber wird als Admin C, der Auftragnehmer wird als Tech C eingetragen, wenn nichts anderes vereinbart ist.", in other words netbeat is not admin-c.

But I did not find out If I can pay with a creditcard.
