will this Paid host work with the bulletin board, vBulletin board?

it needs PHP to run vBulletin, which it has got, but i dont know about CGI,

Yes, most hosts will let you run a board, as long as it doesn't get overly busy.

Anyway, I think picking a host is one of those decisions you're supposed to make BEFORE you buy the super-expensive vBulletin. :)
