Selling @ $3 per GB ; 30 x 3 = $90
ok even selling @ $1.50 per GB ; 30 x 1.50 = $45
ok even selling @ $1 per GB ; 30 x 1 = $30

Your probally looking at around $40 - $60 per month for 30gb data-transfer and 300mb webspace ( probally more )

But 30GB transfer for under 30? Thats freeking impossible.
All ive found is dedicated servers that even offer 30GB transfer and those are average $215.00 per month. Your best idea is to save your 30$ per month for a few months and use the money to buy your OWN server so you dont have to pay GB cost. Other wise theres no way you can get all you ask for.
