ab.ca? Still free?

I'm just wondering, are the regional .ca domians (ie http://www.whatever.ab.ca) still free for canadain residents. From what I last heard some sort of fee was being imposed.

no any .ca, .ca sub or .ca sub-sub domains are now costing us Canadians $$$, even the ones that were registered b4 the fees were imposed we have to pay 4 now :(. o well. it's my parents who pay, not me (their biz, i'm just the webmaster)
