To quote Czar from another thread :)

A few established banner advertising reps who pay on a CPM basis are: (in no particular order - add .com for sites)
1. BurstMedia (also CPC)
2. ContentZone
3. FastClick (also CPC)
4. Adtegrity
5. FocusIN (also CPC)
6. Zonfire/L90
7. DoubleClick.net
8. 24/7 Real Media
9. Advertising.com

In the popup realm, some CPM leaders are:
1. FastClick
2. PopupSponsor
3. PopupTraffic
4. GoClick
5. ExitFuel

A few strong CPC-based banner reps (apart from those mentioned above) are:
1. ValueClick
2. ClickAgents
3. dkAds
4. Standard Internet
5. Ads360
6. PennyWeb
7. Directleads
8. FineClicks

I don't really think any of them sugested are any good for a webmaster site, except maybe valueclick as webmasters probably tend to click links more.

I think he was after affilate program sugestions which would probably be much better for his target audience as they tend to actually buy stuff.

I don't have any particular sugestions but i would use programs for hosting, software (including scripts like forums), ebooks, design services, books (relevant books) , ad network programs that pay you for signing up other webmasters, domain programs, free webmaster tools program e.g short url's (I have seen on of these on fineclicks).
