i like the look of the site, but it still average
also don't make every single link open as a new window
make it open up on one of the frame

It's rather small and rammed up against the upper-left side, leaving a huge blank space on the rest of the page. Beyond the index page there's really no design at all, just white text on a black background. I don't really see the point of the iFrame, why isn't that stuff just on the page? The way the three links up top spawn popups isn't all that attractive. The logo is a bit watery and the award image is just sort of floating out there separate from the page. When you say it looks the same in Netscape I'm assuming you mean 6.x. It does look the same in 6.x, but in 4.x it's quite different. The iFrame isn't there and you have no content taking it's place so there's just a big blank spot and whenever you click on any of the links that JavaScript you're using to reload the page if the window is resized is triggered, making the page reload inexplicably. I'd say it needs work.
