Very few hosts allow file storage, and you'll need a webpage to go along with it. Even if they do allow file storage, if they find out that you're eating up bandwidth on their servers by hotlinking, they'll delete your account as well. "Unlimited" bandwidth does not exist. They could delete your account if they think 40 MB of bandwidth is "too much".

Stibs.cc (banner ads, with occasional pop-ups)
Netfirms.com (if you don't mind billions of ads)
SEWebhosting.com (no banners or pop-ups)

Ahh...it's too bad you didn't sign-up for 9cy before the recent change... :(

Try one of those less-popular foreign hosts. They seem to be asleep in watching out for too many downloads.

What kind of board you got? if it's not IB, or anything else that NEEDS the sendmail, free.prohosting.com is a good bet.
