Reliable CPM for foreign language sites?

Would someone here recommend a CPM program that support foreign languages sites?

I have about 400 visitors and roughly 2000 pageviews per day.

you cant find a Reliable CPM place for any site at all and i think it would be impossible to find one for a foreign language site

adpepper have offices in most european countries and they have member sites in most european languages.
