Until you learn more, simply use a forum. Most come with automatic security/login and provides a place for you to meet. PhpBB2 is good for this. When you learn more about HTML/PHP you can start adding more to your site.
http://www.communityzero.com is also great. Its a prebuilt website where you can get an account and become an admin of a "community". Communities include permissions systems, a messageboard, lists, tasks etc. I used to use it for my new guild until we grew beyond the bandwidth limit and created a website of our own.

I don't want to make a forum.Just a page where I can more easily
post news then edit the page in dreamweaver and upload it again.

In that case, type in "html guide" or "dreamweaver" into yahoo and you'll be swamped with tutorials...

You really did that search, [lhomme] told you. You should expect the thousands. Something that might work for you is to use the Dreamweaver's template function.

My idea was you to create a page (template page) and then fill it with news. For example create a page and make a big center part an editable region. So you won't have to create a new page every time but just to write the news in the center area. Also when you'll have to change the page all the pages related to this template will be updated automatically(not the center area though as this is editable).
Just create your page and save it as template. Then choose from the file menu ... "new from template", choose the template we are talking about and right your news. Save the page and upload it(not the template but the page created). If you'll need a second news page, just create another page from your template and right your news save and upload. Don't forget to link the two pages, with something like "next page" ... "previous page" .
