No it shouldn't, it's about setting up a server, which belongs here.
If you want to have your site on the web, you will need an ample onnection, which depends on how many visitors you anticipate.

That's asking about remote hosting, about finding services that will host your site, not about you providing yourself with space and a good-enough connection.
Where does it say remote hosting? It doesn't; it's implied. If you look at it, it would be paid hosting as long as you or someone you know is paying for the connection or your computer. :rolleyes:
