Hey there ... up till today i dont have visa card nor credit card or any card to send or recieve money online ,.
i registered with paypal and it worked without any payment card to put ... but i wanna ask you can i recieve money and send via it ?
it says i have 0 $ now but can i recieve money and pay money without having credit card or any payment card ?
i dont want to go and pull money out of it but i only want to send and recieve money

I dunno, I havn't used it only received money with my paypal.

I was told that I need a credit card to be able to send it, but I dunno if that's true. Getting one soon though, but I think it's not like that but it's like you have a limit on what you can receive and send without a credit card, but it works to send and receive until you exceed that limit.

aha too much .. okay so i can use it without having any card ...

As soon as I get my visa card I will adapt it, because they usually ban anomous accounts unless they have a trust for the particular account, and they really don't know if the guy is adult or not or has access to an bank account that's why credit card is good to add as a proof, and you could get one on your name even if you're under 18 with your parents permission.

Go to your local bank and request an visa card, it costs less than between 10-15$ a year to have the credit card, and you could put the money from the paypal in it and go to any store and buy anything without having to take the money out of your paypal account.

Also, some sites that have the verisign image on their site, have that image linked to a broken page... if I were you, I'd steer clear of those places. Also, my mother had applied for Verisign in order to use certain things she couldn't do before without verisign, but verisign lost the money, never reported the loss in full, and has never found or even started to look for it yet.

You can also transfer money from a banking or checking account on PayPal so that may be another way to fund your account since you're lacking a credit card.

When I signed up, I couldn't receive any money w/o a proper credit card. But I live in Canada so they gave me extra hassles.

Or! you can use Visa's Simon giftcards (work just like a creditcard and a 1 year old can buy them)
