Is there a module for a content management system (cms) or any kind of web software that has support for user's putting CSS tag edits and HTML code into their profile responses? If not, what do you think would be the best CMS to use as a development platform for a social networking website with this feature?

I saw a reference to phpFox here, I was looking at it and I might have to shell out. It looks lightyears closer to what I want to start with as a base (I have a lot of modifications I want to do). So is phpFox a reasonable development environment? Is there a phpFox development community? If not, I think that I'd be better off to try and scout out who intends to support HTML/CSS editable profiles, and starting on another part of my project, a detailed astrological Flash front end to a list of rated threads for each synastic aspect and it's interpretation (600 total). It is a very big project in of itself, and by the time I finish, Mambo, Joomla or Drupal's social networking modules may have evolved somewhat to do the all important user configurable HTML profiles.

So once again, what is the best dev environment for doing this? PhpFox? Mambo/Joomla? Drupal?

You could take a look at http://cmsmatrix.org (if you haven't already). They have a HUGE list of CMS scripts compared side by side. You might be able to find what your looking for there!
