Is there a cheap (about 8$) domain registrar (like Godady, Namecheap, etc...) where payments could be done with DinersClub credit card?

If you Diner's Club has a mastercard logo on it, you can apply at Paypal and add funds to your account using the card. You can purchase domains at godaddy then using paypal.

Here, this is what the help section at paypal said:

How do I find the MasterCard logo on my Diners Card?

Diners Card holders in the U.S. and Canada can find the MasterCard logo on the front of their Diners Club card.
