I've gotten a few pm's from websites that have pr of 0. Unless you're asking to exchange with QuickieURL.com, you must have some sort of pr level.

Normally, on the Associates page, but it depends on your website's ranking.

But your associates page has a pagerank of 0. If I'm not mistaken, I assume this wouldn't increase the exchangers pagerank...?

Like I said, it depends. If you have a good pagerank yourself, I will be more than happy to do a sitewide exchange, but not if you're pr is too low.

(Not that im interested) At the moment my pagerank is 4, but im sure thats going to rise considering how in 2 days I have got some 3000+ unique hits :).
