The Ip can't download 2 Files together, 1 file only and when that download complete he can quickly after that download another file it is may be just like
rapidshare.de but rapid share make U wait for 45 minute I need it With out waiting please if You can make this script for HTML pages I will Be Very Thank You All. and I wanna Tell You That I am Arabian Iraqi Boy And I can't Pay for This If You Won't do This It's Your business and you can Refuse.

There are a lot of scripts available on the internet that do the job. One that I recommend is XtraFile (www.xtrafile.com)

Well I think this is big enough.
First you'll need to log every visitors IP, when they click on a link and start downloading something.
Second, before the download starts, the your site must connect to a file or database and check if the IP already exsite, if so, then you'll get your error message.
For this type of script I would use php with mysql or php with a text file.

I would think rapidshare checks by proxy not IP.
Sure, it disables multipul download connections from the same IP - but wouldn't the rest be achieved by proxy? Maybe it keeps an IP database as well, but it would be easier for "the lover" to do it by proxy, much easier.

easy stuff, just use cookies:)
Put a cookie when the download starts and delete it when the download ends.
If they open another download it looks for the cookie, if it finds it, it won't start.
