read carefully, that price is for annual payments. Otherwise you have to pay a $30 setup fee I think.
I managed to get an account for $10 bucks a year with a coupon just to try them, they're not that bad. My account gets bigger every week :S scary, I will have like a full server by the end of the year.
They have great tech support.. I can't say nothing good about their plans though

They suspended my account for “excessive CPU usage”... A whole year's payment gone after 5 days... I was only running a phpBB forum (It did have over 2,000 members though... but still)
They don't allow you to use that much bandwidth, the bandwidth they allow you to used to agree with their "CPU usage" rules is about 2GB/day any more than that, and they will suspend your account on the grounds that you are using "Too much CPU". So really, your getting about 60GB bandwidth a month.
Another thing to be careful about; when you get over 3GB disk usage, they will check your account's files for "illegal" files or files that don't comply with their TOS, and if they find any, they suspend your account right away and normal don't unsuspended it.
I would never go near Dreamhost again.

Wow.. Better start removing files
I payed like 10 bucks, so I'm exploting my bandwidth and my space. If they suspend me, I'll start a enormous campain against them

the dreamhost.com has a plan like this, and $7.95/monthIf you're going to try them out, look for one of the $97 off coupons that are floating around. A google search should help you find quite a few of them. :)
Other than that, http://blog.dreamhost.com/2006/05/18/the-truth-about-overselling/ can be a very nice, revealing read.

Its actually not overselling if you closely look at their TOS, the specifically state that only a small percent around 3gb of webspace can be ocupied by media related files, the rest of the files are to be html or dynamic pages which prevents alot of bandwidth loss. They will also suspend your account for too much cpu usage, if you are using around 40gb a day then you will be suspended even though that only adds up to 1200gb on a 1500gb bandwidth plan or even a 4000gb bandwidth plan

Yes, they do monitor any CPU usage, it prevents you from using very much bandwidth.

If you're going to host media and don't want to incur excessive cpu usage, try zipping up your files.
If I remember correctly, the code for the 9.34 per year cost was: 777
It could have been MAX though.
