Well to start off since your customer base is low you could advertise your hosting services on here and also have special offers, I noticed a lot more interest when I done some special offers on here. Submit your company to other sites such as webhostingtalk where your current customers can leave reviews as well.

Local print ads (newspaper, magazines) are best I feel. They may be a little more expensive but the return is much greater as well.

What sort of budget do you have for advertising? It all depends on that, if you have no budget then obviously places like WHT and FWS are the places for you. If you have some cash, then you may want to try banner advertisements on websites that can deliver potential clients, if you have a bit more in the tank go for Google's advertising.

Well I agree. But it's freewebspace is still a good way - Hosting Requests and Hosting Offers forums should get you a few clients.

Find really popular websites and forums. Ask if you can pay them monthly (or whatever cycle you prefer) if they can put an ad up for you. I'm sure no one will refuse it, either way...both of you are winning.
And like someone said; newspaper ads...never tried. But sounds like a decent idea.
I might pay someone to hand out fliers in the city :p
