Dedicated Server - Reliablily must

Need a dedicated windows server.
Before I go to details .. will like to make a request
Please make a request only if you are genuine, reliable and can offer good support.
The last time, I got servers from LSComputers through FWS only, and due to their unprofessionalism and dishonesty, I lost 900$ and a big client - that was a huge loss to my business.
Firstly, they didnt setup servers on time, then they didnt give the promised bandwidth, and then they didnt give the machine that they offered. (P4 Dual Core was decided with 2 GB RAM, but I got a standard P4 with 1 GB RAM)

KK .. now to the specs:
One dedicated server (Windows 2003)
Normal Specs .. i mean even standard P4 would work.
1-2 GB RAM
atleast 10 MBPS connection line
2-3 IP's
normal bandwidth
Setup Time : 24-48 hrs.
BUDGET : around 150$ this time

PS: Professionalism and reliability is must.
