Small VPS

I need an unmanaged VPS to provide a remotely hosted service. Because of this, I don't need much space. The service would have a process constantly being ran (only a small socket server script) so it needs a server with decent specs and reliable (very important). Jabber should also be allowed. At the moment I only need it for testing, so I'm only looking for $20-$30 (perhaps more) a month, but I will (hopefully) escalate to a dedicated server. A host that doesn't allow proxy sites would also be a bonus. So to sum it up I need:

Reliable host (main priority)
A host that also provides dedicated servers
Not much space
Not much bandwidth
Allows services such as Jabber and Jabber transports
Decent specs
$20-$30 a month

A basic control panel would be a bonus, but not vital. Also Linux is preferred, although Windows will be ok (it just means I'll need PHP 5, but I can upgrade myself).
