I am newbie when it comes to dedicated servers, but I'd be looking for a service provider to host (low traffic) website, voice communication server (roughly 10-slots) and a game server (or couple) (counter-strike 1.6) preferably in scandinavia. The price range that I can invest is around 60-100 EUR per month.
As far as I understand running these wont require too much of hardware/broadband, so I believe a packet to this price range should be possible?
So far the best packet I've found is http://easyspeedy.com/servers/dedicated_servers_ES3010.jspx except it has quite high setup fee.
What I've read from these forums RAM is crucial so the packet should inc. minimum of 1GB ram.
I am thinking something like:
AMD Athlon 3000+
1-2Gbit RAM
min 10Mbit downstream/upstream
should include enough bandwith

actually your hardware requirement looks good, I would suggest just 1gb of ram with that cpu, you will run out of cpu resources before using up 1gb of ram.
the easy speedy config looks good but the unmetered 100mbit worries me. I am quite sure it is shared unmetered in which case that will not be good for gaming. Try to get a 10mbit port with a dedicated port and roughly 500gb-100gb/mo transfer and that will be much better

I'd be careful with the 'Unmetered at 100 Mbit speed' for that price, that is usually Cogent Bandwidth or similar on a shared 100mbit line. That is not geard towards gaming as far as I can tell. Watch your ping times!

Thanks for the suggestions. I will look for another provider. Anyone can help with this?
Another option is that I will buy this computer (normal PC - no monitor - some linux installed):
AMD Sempron 3100+
1 GB RAM
80GB HDD
418 EUR
and try to find a host for it. Any ideas/suggestions? I have couple extra ethernet cards that I can use for it.

Unfortunately the connectivity from UK to scandinavia is horrible considering game servers. The ping is always above 50 which is not acceptable in this case, sorry.

I would stay away from the sempron/athlonxp line for games, they just don't cut it. Ideally a P4 is a great starter unit
as far as colocation for a lower end unit generally it is cheaper to just rent a dedicated vs building a single unit
