I wouldn't recommend Cybertoad as a free host, simply because they're not very lenient and communicative, and their FTP seemed to be down constantly. I checked my connection, tried different FTP programs, and have come to the conclusion, it's their FTP that's having the problem.
I understand and did read the TOS, and at this point, wish I hadn't signed up with them.

You are either blind or already have a hosting account!
You have to actually read the TOS page because the signup code
changes location every time the page is viewed and does not display
at all to those who already have a hosting account.
No, it is not crap. It is in fact working perfectly and doing exactly
what it was intended to do and that would be screening out
undesirable users.

And our FTP has 100% perfect uptime and has NEVER been down anytime
in the last several years. Your problem connecting is that you were
an idiot and uploaded a proxy server in direct violation of what is clearly
stated in our TOS policies and your account was instantly terminated
within a matter of seconds of you uploading the proxy server and that
is what destroyed your ability to connect by FTP so you did it to yourself!

Dredge, what you are missing here is that our TOS specifically says that
proxy servers are not permitted so you either did not read the TOS page
or you missed this part while skimming though the TOS page:
The use of any script or process that remains resident in memory, makes
external server side connections across the internet, creates or uses any
network sockets, or uses any excessive amount of server resources which
might effect other member accounts is expressly forbidden. An example of
programs violating this provision would include all forms of web proxy
and other proxy server type scripts and programs, etc.
Secondly, you thrashing people on a public website really doesn't make your site administration look very professional.
All of that is very deliberate and actually part of the screening process
and anyone who has been with us for any length of time will tell you
straight up that things are not always what they appear to be so I
would not get too overly excited. ;)
We have a very intensive application process and only those really serious
about hosting will make it through the process but those who do get an
account with us usually never leave. We have a great many hosting members
who have been with us for several years or more, and even other hosts out
there, who will defend us to their dying breath which says we must definitely
be doing something right! :)
Your account actually qualifies for reinstatement as the only single problem
was just your trying to upload a proxy server. Without the proxy, you can
actually have your account back and all files on your account are currently
held in permanent backup archive.

The error you just quoted only pops up if you are trying to create a
second forum account when you already have a valid forum login
and was deliberately placed in the forum program to limit the creation
of duplicate forum accounts.
