Even if HTML was on, that wouldn't work. Because it has to be in the <head> part of the document.

Gopzap, it doesn't. It won't be XHTML if it isn't, but it still will work.

this code was worked in vb 3.6.0 but vbulletin make a modifaction to stop html code

No, the board you tried it on had HTML enabled for some unknown reason.
