It is just another forum. You are using it for providing links. But make sure that the content to which you are providing link is legal as providing links to illegal content may also be sometimes deemed as illegal activity....

Change the Skin man Way too Many Boxes

top banner is very good
there appear too many boxes in the design.
the site is using frames. it is difficult to promote it using search engines.
consider to add some more colors.
it is difficult to read the marquee.
