Well according to ICANN rules, any allocation of a dedicated IP has to be
justified and in the shared hosting world, I can only think of two instances
where a dedicated IP would be legitimately necessary and fit into the
regulation requirements.

1. Sites that deal with e-commerce shops using non-shared SSL

2. Sites that wish to run their own anonymous FTP service

Any other use and a dedicated IP is probably not needed or justified.
