* Not much RAM needed.
* 40GBs of HDD.
* 10 to 20 Mbit port.
* 20 to 50 GB of traffic per month.
* Don't really care what o/s.
* About 30-40$ per month.

What Services do you want to run after renting the dedicated server ?

Irvx, I think a really good VPS is your best choice, not dedicated.
