I was wondering if there is a program that let you remove text from a movie that someone edit in.

I think there must be one soft to do this ,just some vedio edit soft ,you can find someone from googlel i know just so much

I think you are stuck unless you find the original file and program that was used to edit it in the first place

Aside from cutting that from the frames entirely, like that section of the video, then no there is no way to do this unfortunately. Unless for example you have the windows movie make or adobe premiere file used during the editing process as avail stated.
