when i have a secondary hard drive can i erase everything on it even windows?

As long as it's not the boot drive/OS running from it and you don't need anything off it then yes.

Don't do an erase... do a format. Right click on the drive from my computer.

Try 'hiding' the partition in something like partition magic and see if your PC still boots up.
Before you do this make sure you have some means of running partition magic from either floppies or a bootable cd/dvd, incase you need to unhide it.
I recently had to fix a PC which was booting from the D: drive and it had Windows on both the C: and D: drives.

What? The machine boots it's a drive problem not OS.

- Open boot.ini and change it to the right one then. Make sure it's on the one with the active boot partition too.

you can boot on USB or Cd-rom

Only a few motherboards can boot from USB.
