I need a dedicated host with the following specs:

Min 1GB RAM
Hard Drive -15GB
500GB bandwidth
Debian OS
10mb port
SSH access

I have an application that scans ports on IP addresses around the world. I use the selected ports to submit requests to identify backlinks for a long list of domain names that I have. Webmasters sometimes dislike (i.e. they send a "cease and desist" request) when a person scans their ports but the purpose here is legal and legitimate.

My budget is less than $100US/mth and should be located outside of North America.

Word of warning, it may be for 'legal' purposes but is at least frowned on and any host/supplier should be more aware of what you do as even the DC may well pull the plug on a system doing that and the host will be held just as responsible.
If against their wishes, security policy, etc. which I take it you don't check individually they are within their rights to levy charges on you for administration in issuing C & D notices.
