Why do we need to accept SSL certificates before login to cpanel? What's the reason behind that? I know it's for security but what if that site cannot be trusted?

I don't think they have anything to do with each other.. Trusting a site and SSL. SSL only gives you a secure connection to the site.
SSL is to protect your information being transferred. If you can't trust the site - don't host with them :)

When logging into cPanel on SSL secured ports (2083 and 2087) it ensures your data is securely transferred between you and the server. Basically, it's more secure than not having SSL enabled.
But many hosts do not have SSL certs. And in that case, you get a warning about trusting them. It does not make them untrusting, in fact, it should make them a little more trustable. ;)

Sound great that need to accept SSL cert before able login to cpanel, why worries then? Check if the cert is a self-signed or from authorized company, if it's from the second one then should have no problem. Anyway, as what impactgc said they got nothing to do with each other. The little lock only give you a secure connection between you and the site.

Check the cert. as it may be from the server owner and not the company you hire from. If you're not using port 2087 the information you enter can be easily picked up by a network sniffer or similar. Just read the certificate if you're unsure.

For example my host gives warning because cpanel is different domain, but what you do is add it to trusted root authorites (in ie, opera)
